The Medicare Care Management Performance (MCMP) Demonstration Project
Section 649 of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) requires the Secretary to establish a pay-for-performance 3-year demonstration with physicians to promote the adoption and use of health information technology to improve the quality of patient care for chronically ill Medicare patients. Doctors who meet or exceed performance standards established by the Centers for Medicare & Medicaid Services (CMS) in clinical delivery systems and patient outcomes will receive a bonus payment for managing the care of eligible Medicare beneficiaries.
CMS is implementing the demonstration in the states of California, Arkansas, Massachusetts, and Utah. Both rural and urban areas in each state are included to satisfy the legislative requirements. The demonstration is focused on solo and small- to medium-sized physician practices.
Practices participating in the MCMP demonstration will be rewarded for reporting clinical data and meeting clinical performance standards for treating diabetes, congestive heart failure, and coronary artery disease. In addition, they will be measured and rewarded for how well they provide preventive services (immunizations, blood pressure screenings, and cancer screenings) to high-risk, chronically ill Medicare beneficiaries.
MCMP Demonstration Project Reminders/Updates:
- The data submission deadline for PY2 data is March 24, 2010.
- The potential incentive available for this year (PY2) is $10,000 per physician, up to $50,000 per practice. In addition, practices that have a CCHIT-certified EHR and submit their data electronically are eligible for up to an additional 25 percent bonus on top of whatever the practice earns for performance on the quality measures ($62,500 maximum incentive).
- Please keep your QNet accounts "active" in order to receive important matierial related to the project.
- It is recommended that users login to their QualityNet account monthly in order to avoid deactivation.
- If the QNet administrator has left the practice or if a practice wants to add another QNet administrator, the
QNet Security Administrator Registration must be completed.
- The newest version of the tool (V3.0) will open last year's database, which cannot be modified.
