Healthcare Data Analyst II

POSITION SUMMARY
The Healthcare Data Analyst II will be part of the exciting Measures Management Special Project that supports Centers for Medicare & Medicaid (CMS) in transforming health care by implementing various national quality initiatives under the Affordable Care Act. As part of the Measures Management Team, this position will assist in supporting CMS in its work of evaluating quality measure activities, assessing measure impact, and developing policies that address emerging quality measurement issues.
OVERALL SHORT DESCRIPTION
Under limited supervision, the Healthcare Data Analyst II is responsible for the timeliness, completeness, accuracy, and quality of all assigned functions and tasks. Primary responsibilities include conducting accurate research and literature review, performing quantitative and statistical analysis, and drafting reports for assigned projects. The Healthcare Data Analyst II also validates results from other analysts and assists in designing methodology and analysis plans.
ESSENTIAL FUNCTIONS
- Proficient in reviewing and synthesizing health care literature and suggesting recommendations and drafting reports based on study findings.
- Proficient in using statistical software such as SAS, S-Plus, SPSS, or STATA to evaluate a wide array of data types and to perform analyses according to analysis plans.
- Upon request, assists in developing study methodology and appropriate statistical models, determining sample sizes, manipulating complex databases, and tracking and evaluating patterns of care and outcomes.
- Verifies and ensures the accuracy of all assigned tasks, including the documentation and validation of computer programs. Identifies problem areas and develops solutions by working with appropriate staff.
- Attends and participates in data analyst, project, staff, and training meetings. Reports project progress and results to staff. Represents HSAG in a professional manner at all times.
- Stays abreast of changes in database methods, variable definitions, processes of health care delivery, and current analytic methodologies.

WORK CONDITIONS
The Healthcare Data Analyst II sits at and uses a computer terminal for extended periods of time. He or she is required to adhere to established company confidentiality policies. The Healthcare Data Analyst II may travel occasionally by motor vehicle and/or aircraft. He or she is not exposed to adverse environmental conditions.
PHYSICAL AND MENTAL DEMANDS/COMPETENCIES
- Ability to sit at and use a computer terminal for extended periods of time.
- Ability to work independently with minimal direction.
- Ability to communicate face-to-face and through telecommunications and written correspondence with individuals using the English language.
- Ability to understand presentation information.
- Ability to travel occasionally by motor vehicle and/or aircraft.
- Ability to adhere to established company confidentiality policies.
QUALIFICATIONS
- Master's degree with emphasis in public health, epidemiology, policy, program evaluation, statistics, or health-related disciplines.
- A minimum of two years of recent work experience in conducting health care research or evaluation using statistical software such as SAS, S-Plus, SPSS, or STATA.
- Experience in writing white papers, fact sheets, and/or reports for a general public audience preferred.
- Strong verbal/written/communication skills.
- Proficient in Microsoft Word, Excel, and Access.
- Experience using queries to extract data (knowledge of SQL preferred).
- Evidence of ability to manage several projects simultaneously, including identifying requirements, determining priorities, and tracking and resolving issues.
