OVERALL SHORT DESCRIPTION
Under limited direction, oversees designated State & Corporate Services Division's
projects through various stages, including responding to RFPs; project initiation;
recruitment selection, orientation, training, and supervision of subordinate staff;
client relations; project planning and budgeting; completion of field work; and
report preparation and finalization.
ESSENTIAL FUNCTIONS
- Act as main contact for State contract and subcontract communications.
- Oversee project design, data abstraction, data collection, monitoring, and report
preparation.
- Assure timely and high quality contract deliverables.
- Develop and adhere to project time and task schedules, identify opportunities to
improve the project process, and develop quality improvement activities.
- Interview, hire, evaluate, counsel, and terminate project staff, and develop training
based on needs assessments.
- Participate in educational presentations as required.
- Develop training programs and provide technical assistance to clients and contracted
managed care entities related to project and review activities.
- Coordinate project management tasks, including planning, budget analysis, staffing,
communication (written and oral), coaching, and training.
- Oversee the tracking of all outcomes of the review and monitoring processes.
- Finalize response letters regarding project activities ensuring that appropriate
correspondents are notified and company policies/procedures are followed.
- Oversee technical writing in response to RFPs.
- Develop written reports, proposals, and project budgets.
- Assure contract tasks meet client and budget requirements.
- Coordinate and communicate with other HSAG departments on project activities.
ACCOUNTABILITY
Accountable for the timeliness, accuracy, and quality of all assigned functions
and tasks.
WORK CONDITIONS
In this position, the employee may be subject to environmental conditions related
to in and out-of-state travel.

- Ability to demonstrate initiative and problem solving abilities.
- Ability to exercise decision-making skills utilizing professional judgment and discretion.
- Ability to communicate detailed ideas and instructions clearly and competently to
staff and clients by written or spoken word.
- Ability to analyze and address client and company issues.
- Ability to coordinate numerous projects and tasks concurrently and efficiently.
- Ability to travel to presentations, meetings, and review sites statewide and out
of state.
- Ability to learn and use computer software programs.
- Ability to adhere to established company confidentiality policies.
QUALIFICATIONS
- Master's degree in a health care-related field or an equivalent combination of education
and experience.
- Minimum of five years management/supervisory experience in quality assurance programs,
regulatory oversight, auditing, or other related fields.
- Quality review and analytical experience preferred.
- Familiarity with Windows environment.
- Excellent oral and written communication and interpersonal skills.
