Quality Incentive Program (QIP)

The ESRD QIP is a pay-for-performance program developed by CMS to improve the quality of care provided to ESRD patients by providing a financial incentive for renal facilities to deliver high-quality patient care. The program’s specific quality measures, standards, weights, and formulas will change from year to year.

Payments can be reduced by as much as 2 percent for ESRD facilities that do not meet or exceed certain performance standards. This reduction will apply to all payments for services performed by the facility during the applicable payment year (PY).

Each summer the facilities can view a Performance Score Report (PSR) based on the previous year's data. PSRs can be previewed by each facility’s Point of Contact (POC), by logging into the QualityNet Secure Portal during a designated Preview Period (usually 30 days), at which time facilities have the opportunity to submit clarification questions about how their scores were calculated. Facilities can also submit one formal inquiry if the facility feels an error has been made.

In December, the final PSR and Performance Score Certificate (PSC) will be available for download on the QualityNet Secure Portal. All facilities are required, by law, to print and prominently display the PSC in English and Spanish during the following entire calendar year.
