The Centers for Medicare & Medicaid Services (CMS) has published the 2021 National Impact Assessment of CMS Quality Measures Report, the fourth triennial report HSAG has prepared under contract with CMS. The report includes information collected on 686 measures used across 26 CMS programs. The results suggest that the use of quality measures likely contributed to improved healthcare quality and reduced costs in key healthcare quality priorities. The report tallies fewer measures in the CMS portfolio since 2015—an indicator of reduced burden—and a greater proportion of outcome measures. In addition, a nationally representative survey of home health agencies affirms the clinical importance of quality measures used in that setting. Opportunities to reduce disparities and support health equity, improve declining performance on measures, and enhance EHR interoperability are also identified.
